NOTICE TO ABATE 9171 9690 0935 0084 8377 73 FACILITYTYPE/NAME: Auburn 7700 Inc I DATE: Feb 18, 2015 SITE ADDRESS: 444 Mossdale Rd CITY: Lathrop I ZIP CODE: OWNER/OPERATOR: Rakul Chawla TELEPHONE: 925-400-7118 TYPE OF El [-]ROUTINE CONSULTATION ❑X OTHER PROGRAM 2362 RECORD INSPECTION: ELEMENT: ID#: NATURE OF COMPLAINT/VIOLATION: Unmonitored Underground Storage Tanks that were not temporarily closed VIOLATIONS/OBSERVATIONS: Upon arrival, observed a disconnected/ powered off Veeder Root monitoring panel. One of the construction workers, stated that several weeks back, the panel was making a lot of noise so they removed the power connector inside the panel to silence it. Mr. Joe Nunez, the superintendent onsite, indicated that he was aware that the monitoring panel should be on. While onsite, the power to the Veeder Root was restored (by the construction worker onsite) and the monitoring panel was "warm started". Several communication -type alarms were visible on the display upon reconnection. Furthermore, multiple cut wires at and near junction boxes inside the UDCs, to which Veeder Root sensors are connected, were noted. CORRECTIVE ACTIONS/ORDER: An underground tank system that is temporarily taken out of service, shall continue to be subject to all permit, inspection and monitoring requirements (HSC 25298). Call the EHD to schedule an inspection as soon as possible (but no later than February 23, 2015) to verify that the UST system is continuously monitored, as required, or submit an application to the EHD to temporary close the US system and satisfy all temporary closure requirements. Please be aware that you are in violation and that each day of non-compliance is a separate violation.
