The diesel sump sensor was located on its side, the sensor in UDC 11/12 was nearly on its onsits side, and sensor in the 87-octane STP was not located at the lowest point of the sump, all above sensors were not located at the highest point of their respective sumps and were off the lowest points and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Sensors were relocated to the lowest points of their sumps by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a Class II violation. 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). Liquid was observed in the diesel STP sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed approximately 2 cups of liquid from the diesel sump. Ensure that all sumps and annular spaces are maintained free of liquid. This is a minor violation. Overall Inspection Comments: Onsite to observe monitoring system certification. Routine UST inspection was conducted on May 22, 2015. This is a chargeable follow-up re-inspection, which is being billed at the EHD's current hourly rate. A checklist was left onsite at the time of inspection, a full report was mailed to the facility on July 7, 2015. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, 30 days from receipt of your full inspection report. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written Agreement, if applicable, can be stored at the facility or uploaded into CERS. NOTE 1: A permit inspection for the installed new dispensers (permit SR0070498) was also conducted today, SR inspection report was left onsite.
