A cold start of the monitoring panel was conducted on March 12, 2015, however due to the lack of fuel in the lines, no fail safe or positive shut down was verified at the turbine sumps. An annual line test must be performed for pressurized piping without fail safe or shut down. Immediately schedule this test and provide 48 hours notification to the EHD. Please be aware that a follow up inspection will be charged at our current hourly rate. This is a Class II violation. 126 HSC 25404(e)(4) Failed to report program data electronically. The UST Monitoring Site Plan, The UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer, Owner Statement of Designated UST Operator, were not submitted to the the California Electronic Reporting System (CERS). Beginning January 1, 2014, all businesses are required to submit all new(or any changes to existing) UST information, including: UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Owner/Operator Written Agreement(if applicable), UST Letter from Chief Financial Officer, and Owner Statement of Designated UST Operator Compliance online to the CERS at http://cers.calepa.ca.gov. Be sure to include any other relevant activities and required fields. This is a minor violation. Overall Inspection Comments: Onsite to conduct a routine UST inspection. The last monitoring system certification and routine UST inspection were conducted on April 24, 2014 and are past due at this time. This facility is subject to a follow up inspection for the required monitoring system certification, which will be billed a EHD's current hourly rate. A report copy was mailed via certified mail to the address on file. No hazardous waste inspection was conducted today, however several hazardous waste drums were noted inside the garbage storage area and Mr. Paul Singh stated (via phone) that these drums will be disposed of before final ownership transfer takes place. According to Mr. Singh, the land ownership transfer occurred in February 2015 anc business ownership transfer will take place in a few weeks. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by June 22, 2015. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance.
