Upon field verification, the monitoring plan for the <br /> diesel tank(427-03) is inaccurate. Diesel tank(427-03) listed the leak sensor model as 208, when verified in the field <br /> that the leak sensor model was 205 and diesel tank(427-03) line leak detector is listed as FE Petro STP MLD when <br /> verified that the diesel line leak detector is a VMI 99LD-2000. The monitoring plan must be uploaded to the California <br /> Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for <br /> review by the EHD. <br /> This is a minor violation. <br /> 204 CCR 2712(1) Current monitoring plan approved by the EHD not found on site. <br /> An approved copy of the monitoring plans and response plan were not available for inspection. A copy of these plans <br /> shall be accessible on site at all times. Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 307 CCR 2632(c) Monitoring system of the interstitial space of a double walled system not maintained. <br /> The 87 annular sensor failed to activate an audible and visual alarm when tested and, therefore, the tank is not <br /> monitored. The interstitial space shall be monitored with a monitoring system connected to an audible and visual <br /> alarm system. The technician cleaned the 87 annular sensor, retested and it passed. This was corrected on site. <br /> This is a Class II violation. <br /> 309 CCR 2636(f)(1) Monitoring in the UDCs failed to activate an audible and visual alarm or stop the flow at the UDC. <br /> The Bravo box float and chains in all UDC sumps failed to stop the flow of product at the dispenser when tested. All <br /> monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the <br /> dispenser when it detects a leak. The service technician adjusted the chains, verified functionality and they passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 16, 2016. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
