Mr. Harlin Knoll
Environmental Health San Joaquin Local Health Department
10 September 1990
Page 3
AEMC believes that abandonment in place is the best, simplest, fastest and most cost
effective means of closing this 550 -gallon UST. The arguments for abandonment in place
are summarized below:
1) The Fire Marshall for the City of Lodi Fire Department recommended
abandonment in place;
2) Based on field indications and laboratory analytical results of soil samples, no
diesel fuel was shown to have leaked from the UST into the soil. Concentrations
of TPH detected were probably related to asphalt particles in the vault backfill or
form oil for the vault construction; and
3) Removal of the vault surrounding the UST would make removal of the UST
prohibitively difficult.
AEMC has prepared this analysis in order to solicit a reply from the SJLHD regarding the
acceptability of abandoning this UST in place. We would appreciate a reply regarding this
matter at your earliest convenience.
If you have any questions concerning the above -referenced material or if we may be of any
further service, please feel free to give Mr. David Oliver or me a call at (916) 364-8872.
jaiu b r. rrumm, R.G., R.E.A.
Regional Manager
Engineering Division
DO/scg
11pbe-09(do-3)
Enclosures
cc: Mr. Steve Wat
Mr. Rob Henderson
RED GEpeo%
JAMES F.
FRUMM
No. 4207
