Mr. Harlin Knoll <br />Environmental Health San Joaquin Local Health Department <br />10 September 1990 <br />Page 3 <br />AEMC believes that abandonment in place is the best, simplest, fastest and most cost <br />effective means of closing this 550 -gallon UST. The arguments for abandonment in place <br />are summarized below: <br />1) The Fire Marshall for the City of Lodi Fire Department recommended <br />abandonment in place; <br />2) Based on field indications and laboratory analytical results of soil samples, no <br />diesel fuel was shown to have leaked from the UST into the soil. Concentrations <br />of TPH detected were probably related to asphalt particles in the vault backfill or <br />form oil for the vault construction; and <br />3) Removal of the vault surrounding the UST would make removal of the UST <br />prohibitively difficult. <br />AEMC has prepared this analysis in order to solicit a reply from the SJLHD regarding the <br />acceptability of abandoning this UST in place.
