Weber Avenue <br /> Stockton,CA 95202-2708 <br /> re:Underground Storage Tanks <br /> Dear Ms.Heran: <br /> We recently received from your office permit renewal denials for 7644 Ashley Avenue and 345 San <br /> Joaquin Avenue,both in Stockton and 124 W Elm in Lodi. The denial form does not explain the basis <br /> for the Department's action,and does not specify what Pacific Bell must do to achieve compliance. After <br /> repeated calls to the Department,we finally spoke with Mr. Dennis Catnayak,who said that he had been <br /> directed not to tell us anything about the nature of the alleged deficiencies in our operations. <br /> We are extremely concerned that these permit renewals have been denied,and that the Department is <br /> unwilling to explain the basis for the denial. Pacific Bell is committed to operating its underground tanks <br /> in full compliance with the law,but we need your help in explaining to us what it is about these tanks <br /> that caused you to refuse to renew the permits. We are especially concerned because,depending on the <br /> nature of the problem,one or more of these tanks might require immediate,emergency attention, <br /> including temporary removal from service.
