attempting to leave while oil is still flowing into the tanks.
It is estimated that spills due to operator carelessness would
be less than 600 -gallons based on a flow rate of 300 gallons,,
per minute -and a duration of two minutes. Spills resulting
from.faulty equipment are expected to be less due to the pre-
sence of the operator. A spill of the complete contents of
the truck is considered to be highly unlikely.
Spills during tank filling operations should be prevented or
at least minimized due to the inspection and surveillance pro-
cedures discussed later. In addition, tank filling operations
will not take place during rain storms when practicable to
minimize the spread of spilled oil.
011 spilled during tank filling operations would flow into
Lindsay Street and then west to a storm drain at the inter-
section of Hunter Street. If spilled oil entered the storm
drain it would flow approximately two blocks and be discharged
directly to a channel of the San Joaquin River. The San Joaquin
River is considered to be "navigable01 waters. Therefore if a
significant oil spill occurred, there is a high probability
that spilled oil would enter the storm drain and flow into
'°navigable" waters. f
Permanent secondary containment of oil spilled during tank
filling operations is not considered to be practicable as
discussed under item 8 below. However, temporary secondary
containment of oil spills will be provided. This will consist
of a temporary low wall constructed around the oil fill pipe
with oil absorbent materials. In addition, a sheet of synthe-
tic membrane material compatible with oil will be placed over
the storm drain and will be held in place by weights.
8. Practicality of Permanent Secondary Containment or Diversionary
Structures
Permanent secondary containment or diversionary structures are
not considered to be practicable because they would impede and
potentially cause a hazard to pedestrians on the sidewalk and
vehicles in Lindsay Street. In addition, permanent secondary
containment or diversionary structures would block the flow of
storm water drainage on the sidewalk or in Lindsay Street. In
the event a spill occurs, the contingency plan presented in
Appendix A will be followed.
9. Inspections, Surveillance and Records
Written procedures for inspection of oil storage and handling
facilities and surveillance of tank filling operations are
presented in Appendix B. Inspection and surveillance records
will be prepared and signed by the appropriate supervisor or
RKE736I1438539
