attempting to leave while oil is still flowing into the tanks. <br />It is estimated that spills due to operator carelessness would <br />be less than 600 -gallons based on a flow rate of 300 gallons,, <br />per minute -and a duration of two minutes. Spills resulting <br />from.faulty equipment are expected to be less due to the pre- <br />sence of the operator. A spill of the complete contents of <br />the truck is considered to be highly unlikely. <br />Spills during tank filling operations should be prevented or <br />at least minimized due to the inspection and surveillance pro- <br />cedures discussed later. In addition, tank filling operations <br />will not take place during rain storms when practicable to <br />minimize the spread of spilled oil. <br />011 spilled during tank filling operations would flow into <br />Lindsay Street and then west to a storm drain at the inter- <br />section of Hunter Street. If spilled oil entered the storm <br />drain it would flow approximately two blocks and be discharged <br />directly to a channel of the San Joaquin River. The San Joaquin <br />River is considered to be "navigable01 waters. Therefore if a <br />significant oil spill occurred, there is a high probability <br />that spilled oil would enter the storm drain and flow into <br />'°navigable" waters. f <br />Permanent secondary containment of oil spilled during tank <br />filling operations is not considered to be practicable as <br />discussed under item 8 below. However, temporary secondary <br />containment of oil spills will be provided. This will consist <br />of a temporary low wall constructed around the oil fill pipe <br />with oil absorbent materials. In addition, a sheet of synthe- <br />tic membrane material compatible with oil will be placed over <br />the storm drain and will be held in place by weights. <br />8. Practicality of Permanent Secondary Containment or Diversionary <br />Structures <br />Permanent secondary containment or diversionary structures are <br />not considered to be practicable because they would impede and <br />potentially cause a hazard to pedestrians on the sidewalk and <br />vehicles in Lindsay Street. In addition, permanent secondary <br />containment or diversionary structures would block the flow of <br />storm water drainage on the sidewalk or in Lindsay Street. In <br />the event a spill occurs, the contingency plan presented in <br />Appendix A will be followed. <br />9. Inspections, Surveillance and Records <br />Written procedures for inspection of oil storage and handling <br />facilities and surveillance of tank filling operations are <br />presented in Appendix B.
