ys No internal heating coils were provided with the tanks. <br />The tanks and fuel handling system were provided with a number of <br />devices to prevent oil spills and to determine the level of fuel in <br />each tank. Each day tank is equipped with a high liquid level alarm <br />consisting of an audible signal. The day tanks are equipped with <br />an automatic pump shut off device to preventoverfilling. Each <br />tank is equipped with a float type device to sense the liquid level <br />In the tank. <br />No effluents are discharged into navigable waters. <br />Visible oil leaks which result in a loss of oil from pipes, pumps, <br />valves, etc. will be promptly corrected. <br />3. Facility Oil Transfer and Pumping Operations <br />The tank fill pipes and fuel supply and return pipes are buried <br />underground. These are wrapped with a corrosion resistant tape. <br />The remaining pipes, pumps, valves, etc. are located within the <br />building. These are inspected following the Oil Spill Inspection <br />and Surveillance Procedures in Appenlix B. The below grade pipes <br />will be leak tested on an annual basis using the "petro-tite" or an <br />equivalent method as discussed in Appendix B. <br />When a pipeline is taken out of service for an extended period of <br />time, the terminal connection at the transfer point will be capped <br />or blank flanged and marked as to origin. <br />The tank fill pipes are located in fill boxes below grade so that <br />there is no chance of harm by vehicular traffic. The remaining <br />pipes are located below ground or in the building. <br />4. Facility Tank Truck Unloading <br />When purchasing fuel oil, Pacific Bell will require the oil distri- <br />butor and its tank truck operator to comply with Department of <br />Transportation Regulations on Loading and Unloading of Flammable <br />Liquids (49 CFR 177). These regulations are presented in <br />Appendix D. <br />The tank truck unloading area is sloped slightly so that spilled <br />oil would flow west along Lindsay Street away from the tank truck. <br />Spilled oil would be retained by the temporary containment devices. <br />Tank filling operations will be monitored by a Pacific Bell super- <br />visor or operator at all times following the Oil Spill Inspection <br />and Surveillance Procedures in Appendix B. <br />RKE736114385312 <br />
