0 <br />IV- <br />., Tank Filling Operations <br />Oil spills and leaks during tank filling operations should be <br />cleaned up as soon as possible using the same procedures discussed <br />In Paragraph IV. Care should be taken to contain spilled oil as <br />much as possible to minimize the clean-up activities. Water should <br />not be used to wash away spilled oil. Oil building up behind the <br />wall of oil absorbent materials, pooling in the street or pooling <br />over the synthetic membrane should be absorbed using the oil absor- <br />bent sheets as soon as possible. <br />If storm water is present it should be carefully inspected. Any <br />Oil floating on the surface should be carefully removed using the <br />oil absorbent sheets. If possible, storm water should not be <br />allowed to enter the storm drain if it contains any spilled oil. <br />If an oil spill has occurred, the temporary oil containment devices <br />should be carefully inspected to make sure that no oil will be <br />released when they are removed. <br />If a very large spill occurs or if spilled oil enters the storm <br />drain, a specialized oil or hazardous material cleanup firm should <br />be retained immediately. This firm should be given as much infor- <br />mation on the oil spill as possible when it is contacted. The firm <br />should be able to provide special oil clean-up equipment and sup- <br />plies and a highly trained oil clean-up crew within hours of being <br />notified. The firm would be responsible for recovering oil from <br />the sidewalk, the street, storm sewers and the San Joaquin River, <br />as necessary. <br />The following firms provide cleanup services. <br />I.
