10 <br />losses. An hourly report on each tank shows temperature - <br />Compensated inventory changes to 0.1 gallon based on inven- <br />tories when the tank leak mode was initiated. An Inventory <br />Loss Alarm feature can initiate a signal to alarm on the <br />premises, or to the Switching Control Center (SCC) when a <br />loss of 25 gallons occurs during any one-hour period. <br />The Tank Inventory Report presents the current status of <br />each tank. It provides station location, date and time, <br />volume of fuel, level of fuel. water level and temperature. <br />The Automatic Delivery Report feature is generated two <br />minutes after fuel is delivered to the tank. The printout <br />includes date. time, volume, and temperature before and <br />after the increase and the net increase in inventory. <br />The system is designed to prevent unauthorized use from out- <br />side persons by a security code feature. <br />2. Precision Product Monitoring System Procedures <br />A daily report listing the date and time, volume of fuel, <br />level of fuel, water level and temperature for each tank <br />will be polled from the Switching Control Center responsible <br />for the office. These results will then be compared with <br />the previous days results to identify any ongoing trends or <br />discrepancies that would indicate that fuel leakage or water <br />intrusion has occurred. These reports (printouts) will be <br />reviewed and initialed daily by the responsible Switching <br />Control Center person. The report will then be filed and <br />retained by the SCC for a period of one year. <br />The Switching Control Center person will compare and note <br />the current fuel volume, fuel level and water level readings <br />with the previous days results. A fuel volume decrease of <br />more than 15 gallons or a decrease of more than 0.1 inch of <br />fuel level potentially indicates a leaking tank. An increase <br />in water level, fuel volume, and fuel level indicates that <br />groundwater may be leaking into the storage tanks. <br />If any discrepancy is noted that indicates a tank may be <br />leaking, the Local Fire Department should be notified imme- <br />diately. In addition, the tanks and/or piping should be <br />leak -tested ("petro-tite" or equivalent) by a licensed con- <br />tractor within five days. If the test is positive, the <br />tanks and/or piping can be retested within five additional <br />days. If a retest is positive, procedures to mitigate the <br />oil leak should begin immediately. All leak surveillance and <br />testing activities should be recorded and stored for three <br />years with the oil spill inspection and surveillance <br />records. <br />RKE717P1428533 <br />
