Place the sheet of synthetic'membrane'material'over the storm <br />drain at the intersection of Lindsay Street and Hunter Street. <br />The membrane material will be weighted down so that oil will <br />not seep under it. Place bright warning devices (orange cones; <br />or roadwork barricades) around the membrane and weights so <br />that motorists will not drive over the membrane and so that <br />pedestrians do not trip over the weights. Care should be taken <br />to make sure that the storm drain is completely covered and <br />that the membrane does not extend too far into the street. <br />3. Construct a low wall around the oil fill pipe using oil absor- <br />bent materials. This wall should be designed to prevent <br />spilled oil from entering the street. <br />4. Place bright warning devices directly in front and behind the <br />tank truck. This serves two purposes. First, it serves as a <br />warning to any vehicle driving on the street. Second, it <br />serves as a reminder to the tank truck operator that he may <br />not leave until tank filling is completed. This should guard <br />against a premature departure while the hose is still attached <br />and oil is still flowing. <br />5. The Pacific Bell operator will observe all of the actions of <br />the tank truck operator and will inspect the hoses, valves and <br />connections before allowing oil to be discharged from the <br />truck. He will determine that the appropriate Department of <br />Transportation procedures (see regulations in Appendix D) are <br />being followed. <br />6. The Pacific Bell operator will remain present and monitor the <br />activities at all times during tank filling operations to make <br />sure there are no leaks or spills. <br />7. When tank filling operations are completed the Pacific Bell <br />operator will determine that the appropriate valves have been <br />shut off and that no oil is flowing before the hose is discon- <br />nected. The tank truck operator will be instructed to not <br />allow residual oil in the hose to spill out into the alley. <br />8. The Pacific Bell operator will inspect the tank truck and <br />associated systems to make sure there are no leaks, that all <br />operations are completed, and that all systems have been dis- <br />connected before allowing the tank truck to leave. <br />9. The storage tank fill pipes will be capped and securely locked. <br />10. All membrane, oil absorbent materials, weights and warning <br />devices will be stored at a suitable location in the Pacific <br />Bell Building for use during the next tank filling operations. <br />RKE717P1428535 <br />
