Mr. Jeffrey Wong
June 21,2012
Page 2
with rinsate also placed into the drum. Precautions will be taken during disconnection of
the piping joints to prevent diesel fuel from being released into the basement or on the
rooftop, with absorbent material and buckets used to capture any residual diesel fuel.
Used absorbent material will be placed into a 55-gallon drum, with all drums properly
labeled and stored on a secondary containment pad in a secure location within the
basement of the AT&T facility pending off-site disposal.
Following rinsing, the accessible supply and return piping within the basement and on the
rooftop will be removed and temporarily stockpiled in the basement of the AT&T
building. Approximately 85 feet of previously-abandoned piping within the basement
will also be removed and stockpiled on-site,with removed piping placed on and covered
with plastic.
In order to confirm the piping scheduled for abandonment within the piping chase has
been properly rinsed, the piping will be allowed to drain for approximately one hour into
a 55-gallon drum. Fluids from the pipes will be then inspected to confirm no free product
is present and the lower explosion limit(LEL) measured at each end of the supply and
return pipes. Upon confirmation that no free product is present and the LEL is below
10%, the ends of the piping will be capped and labeled as abandoned in place.
During the course of the project, Shaw will arrange for the stockpiled piping to be
removed as needed, with the piping transported by Ecology Control Industries under a
uniform hazardous waste manifest to their facility in Richmond, California for disposal.
The drummed absorbent material and diesel fuel/rinsate will also be transported under a
uniform hazardous waste manifest by PSC, Inc. to their disposal facility in Rancho
Cordova, California.
Reporting
Following completion of field activities, a report will be prepared by Shaw documenting
pipeline removal activities, with copies of permits, manifests and site photographs
included in the report. Upon approval from AT&T, a copy of the report will be
forwarded to the San Joaquin County Environmental Health Department for their records.
If you have any questions regarding the information presented in this work plan, please
contact Rob Delnagro at(925)288-2103.
Sincerely,
Shaw Environmental,Inc.
1
Rob Delnagro
Project Manager
cc: Mr. Michael Schenone—AT&T Services, Inc.
