BALDWIN <br />COORDINATOR <br />Businesses handling 55 gallons, 500 pounds, or 200 cubic feet of a hazardous material or the threshold <br />planning quantities of Extremely Hazardous Substances (whichever is less) at any one time in a given year <br />are required to submit Business Plans to the Administering Agency. In San Joaquin County, the Business <br />Plans (known in San Joaquin County as Hazardous Materials Management Plans [HMMPsj) must be submit- <br />ted to the County Office of Emergency Services (OES) by JANUARY 15. 1991. Lists of the 360 Extremely <br />Hazardous Substances can be obtained from OES. <br />Businesses in San Joaquin County have been filing HMMPs with OES since 1986. The HMMP format has <br />evolved over the years to what is hoped to be a relatively easy packet to complete. Because of the evolution- <br />ary process, the forms have changed considerably from the very first Business Plans in 1986. The forms <br />have changed due to Federal and State regulations. <br />Each business must review its plan every two years and certify that it is accurate. A worksheet has been <br />attached for your convenience. This worksheet will serve as a signed certification for compliance with the <br />law. Please use the worksheet to determine if submittal of updates is necessary. Additional forms may be <br />obtained from OES. <br />Annual Chemical Inventories: <br />As per the California Health and Safety Code Section 25505(d): <br />(d) "Unless exempted from the business plan requirements under this chapter, any business <br />which handles a hazardous material shall annually submit a completed inventory form to the <br />administering agency of the county or city in which the business is located." <br />All businesses are required to submit an annual chemical inventory by January 15,1991. <br />Upon receipt of the worksheet and 1991 chemical inventory, OES will notify you if your business is in <br />compliance for 1991. The annual fee will be assessed at this time. All questions can be directed to OES at <br />(209) 468-3969. Your response is required by law.
