There are significant changes to the device <br />registrations fees. These changes are a result of new legislation, AB889, which becomes <br />effective January 1, 2006. <br />The new law increases device registration fees, changes the structure of the fees, and establishes <br />new fee categories for devices. Unlike previous years when device registration fees were <br />determined by the number of devices the business used, the new registration fees now consist of <br />a location fee and a per -device fee. The per -device fee will vary depending on the kind of device <br />used. <br />The new law also redefines location. A location is now defined as the business location and/or a <br />vehicle containing one or more commercial devices. This new definition will primarily affect <br />those businesses that have vehicle -mounted meters. Businesses operating vehicles such as taxis, <br />motor fuel delivery trucks, and tow trucks will be required to pay a location fee on each vehicle <br />that has a meter. <br />To lessen the impact of the new fees, the device registration fees will be phased in over a three- <br />year period. For 2006 the fee will be $60.00 per business location plus 60% of the maximum <br />applicable device fee. On January 1, 2007 the fee will rise to $80.00 per business location plus <br />80% of the maximum applicable device fee. On January 1, 2008 the fee will again rise to <br />$100.00 per business location plus 100% of the maximum applicable device fee. A table <br />showing the new device registration fees and the phase-in schedule is printed on the reverse side <br />of this letter. <br />Device registration fees are established by law to cover the costs of inspecting and testing <br />commercial weighing and measuring devices. The fees were last increased in 1994. Since then, <br />the device registration fees have not kept pace with the rising costs of testing and inspecting <br />devices. A strong inspection program benefits business by assuring a level playing field for <br />competition and preventing competitors from gaining an unfair advantage in the marketplace.
