He informed me that the first <br /> submittal of plans were received in Sept/Oct 2012. He wrote a deficiency letter for several items. During his <br /> review it was brought to our department's attention that the remodel of the store would cover/impact the <br /> footprint of the waste oil underground storage tank(UST) located to the west of the store. Mr. Huff stated that <br /> he just received the revised plans yesterday that show a change for the store to be built around the waste oil <br /> UST. He also informed me that he is trying to get the revised plan approved in the next ten business days. <br /> Have the revised plans been approved? <br /> As for our department, we are concerned about the proximity of the store to the tank pad. Construction on the <br /> foundation could damage the waste oil UST. What will be the distance that the store will be built around the <br /> tank? <br /> This concern was addressed by David J. Elliot in a letter dated March 20, 2013. See Exhibit A. <br /> Another concern that needs to be addressed is the fact that the remodel of the store will not include an auto <br /> repair business at this facility anymore. If the waste oil UST will continue to be used for storing waste oil, <br /> where will the waste oil be generated from? Compliance with Hazardous Waste regulations/statutes must be <br /> achieved when the UST is approved to operate. If the waste oil UST is found not to be in use, a permit <br /> application for closure must be submitted to our department. <br /> This site has been certified by the State of California as a used oil collection center. See Exhibit B. <br /> We have approved the permit application that was submitted to our department for upgrading the UST system <br /> for Enhanced Vapor Recovery (EVR). According to Mr. Huff, the EVR upgrade is part of the Building Permit <br /> application. Since he just received the plans yesterday, work cannot proceed until he approves the <br /> plans. Another concern with the EVR upgrade and the store expansion is the fact that the vent piping that come <br /> from all of the UST's are located along the west side of the building adjacent to the waste oil UST. If the vent <br /> piping needs to be relocated because of the building expansion, an amendment to the approved permit <br /> application must submitted as well as a plan of the new location for the vent piping. <br /> It is my understanding that the vent piping will remain where they currently are. <br /> 2 <br />
