It is unclear when the UST will be planned to be used again. Building is planned to expand the convenience store by removing the vehicle repair shop. If the used oil tank will cease to be used, it must be removed or permanently closed. Savemart, property owner, has transfer the operations of site to ABC Petroleum in June 2012.Facility is non- compliant with California Code of Regulations (CCR), Title 23 and California Health & Safety Code (HSC). VIOLATIONS/OBSERVATIONS: -Facility is overdue for the annual Monitoring System Certification, Spill Bucket and Leak Detector Testing (last performed 08/31/2009) - CCR 2638, HSC 25284.2, HSC 25291(f) -Facility has been notified by the State Water Resources Control Board on 06/20/2007 to perform an Enhanced Leak Detection testing - HSC 25292.5 -Facility has not submit application for temporary and/or permanent tank closure - CCR,Section 2670 -Facility is overdue for secondary containment testing - CCR Section 2637 -Facility has not completed paperwork for transfer of ownership - CCR Section 2712 CORRECTIVE ACTIONS/ORDER: -Submit current Operating Permit Application and application for temporary and/or permanent tank closure. -Schedule the annual Monitoring System Certification, Spill Bucket, Leak Detector testing and the ELD testing.
