Repeat violation from 2006, 2007 and 2008. The 87 tank maximum product alarm occurred on <br /> March 27, 2010 and September 24, 2009. This alarm indicates that the 87 tank was filled to 100% of <br /> tank capacity. The mechanical flapper device in the 87 tank drop tube is set at 95% tank capacity. This <br /> device should prevent the tank from being filled to 100% capacity. The drop tube was removed and <br /> inspected by the site technician. The drop tube appears to be operating correctly. <br /> At no time shall the tank be filled to 100% capacity. Pursuant to Title 23 CCR section 2635(b)(2), the <br /> tank overfill prevention system shall not allow for manual override. Ensure that the mechanical flow <br /> restrictors in the tank drop tubes are functional at all times and that the tanks are not filled over 95% of <br /> tank capacity. Send a corrective action statement to the Environmental Health Department (EHD) by <br /> September 2, 2010. <br /> 23c. The designated operator failed to document all the alarms for the previous month and check that <br /> they were responded to appropriately on the April 2010 designated operator monthly inspection report. <br /> The missing alarm is the March 27, 2010, 87 tank maximum product alarm. During the monthly <br /> inspection, the designated operator shall review the alarm history for the previous month, check that <br /> each alarm was documented and responded to appropriately, and attach a copy of the alarm history with <br /> documentation taken in response to any alarms to the monthly report. Ensure that designated operators <br /> performing monthly inspections at this facility are including all of the required information on the reports. <br /> Note <br /> Complete and submit a copy of the Return to Compliance Certification form with a statement of how <br /> each violation was corrected, including supporting documentation, by September 2, 2010. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($115). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY T!ME AT EHD'S CURRENT HOURLY RATE. <br /> EHD or. lo Recei y: Title: <br /> E 23-02-003 Rev 06/01/10 CONTINUATION FORM <br />
