1 <br /> Monitoring Program for New Underground Storage T tic ,t'PITA EA M <br /> 879-G3U1 and 879- 1U1 <br /> Introduction The purpose of this document is to provide a routine monitoring program for <br /> Underground Storage Tanks(USTs)879-G3U1 and 879-131UL The program <br /> will assist in the timely detection of and deliberate response to an <br /> unauthorized release in the shortest time possible. <br /> In compliance with California Code of Regulations (CCR), Title 23, Division <br /> 3,Chapter 16,Article 3,Section 2632,Subsection(d), the program includes: <br /> • A monitoring procedure. <br /> • A response plan for the management of an unauthorized <br /> release. <br /> • A description of the reporting format to be followed in the event of a <br /> release. <br /> Copies of the monitoring system operation instruction manuals and the <br /> monitoring plan must be available at Building 879 for reference and for review <br /> during regulatory agency inspections. A copy of current California UST <br /> regulations should also be made available for reference. <br /> Responsible Personnel USTs 879-DlUl and 879-G3U1 are owned by Fleet Management. The <br /> Operator of the tanks is Kurt Hale, Trades Helper [(510) 423-52711. <br /> The Operator is responsible for insuring that the equipment is <br /> properly maintained, notifying the Environmental Analyst in the <br /> event of a leak, and implementing of the leak response plan. <br /> The Environmental Operations Group (EOG) Environmental Analyst <br /> is Dan Knight [telephone no. (510)422-7766,pager no. (510)428-0008]. <br /> The EOG Environmental Analyst is responsible for providing general <br /> environmental support to the Operator and guidance in the event of an <br /> unauthorized release. <br /> The Hazardous Waste Management (HWM) Division personnel of <br /> the EPD pick up properly packaged and identified hazardous waste <br /> generated during the removal of tank system contents in the event of a <br /> leak. The waste is then stored, prepared for transport, and shipped <br /> for disposal,or recycled. <br /> The Tank Assessments and Guidance Group(TAGG)in the ORAD is <br /> responsible for providing guidance to the Operator and interfacing with the <br /> appropriate regulatory agencies on tank compliance issues. TAGG is also <br /> responsible for maintaining all records and reports of unauthorized releases, <br /> and preparing and sending the required reports to the appropriate regulatory <br /> agencies in the event of an unauthorized release. The responsible TAGG <br /> Environmental Analyst is Rick Henry [telephone no. (510)423-3641,pager no. <br /> 04267. <br /> Description of Tank Building 879 is located at LLNL's Site 300 and occupied by LLNL's Fleet <br /> Systems Management Group. The tank systems were installed to provide fuel for <br /> LLNL's Site 300 motor vehicles. <br /> UST 879-DlUl is a 13.5-foot long, 8-foot diameter diesel fuel tank, located <br /> approximately 26 feet south of Building 879 (Figure 1), with a capacity of <br /> 5,000 gallons.
