UCRL-AR-103192
The fiberglass tank,made by Owens/Corning, has a 5000-gallon
capacity. The tank is double-walled,consisting of a smaller, primary tank
that contains the product(in this case, diesel fuel)nested inside a larger,
encasing secondary tank. The space enclosed between the two tank walls is
the tank's annular space.
The piping is also considered a part of the tank system. Like the tank,
the piping is double-walled, the primary piping being surrounded by
secondary piping. The secondary piping is connected to a piping containment
sump.
Monitoring Procedure
The monitoring procedure is a continuous electronic monitoring
procedure. The electronic monitoring equipment is tested and maintained
through weekday and annual checks.
Electronic Monitoring of Tank System
The tank is electronically monitored at all times with a Universal Leak
Alert Hazardous-Substance Sensor(Alarm Panel Model LA-02,Liquid Probe
Model LALS-1). The liquid probe is installed in the tank's annular space and
connected with electrical conduit to the sensor's audio-visual alarm panel. If
there is a leak in the primary tank wall, the product will drain into the
secondary tank. When the product covers the sensor's liquid-sensitive probe,
the alarm will activate. The alarm panel for the liquid probe is mounted on the
east wall of Bldg 879, Rm. 1001 (Fig. 1).
The tank's piping also is electronically monitored at all times,in this case
with a Universal Leak Alert Hazardous-Substance Liquid Sensor(Alarm
Panel Model LA-02,Liquid Probe Model LALS-1). The liquid sensor is
placed in the piping-containment sump above the tank and connected with
electrical conduit to the sensor's audio-visual alarm panel. If there is a leak in
the primary piping wall, the product will drain into the secondary piping.
From the secondary piping, the product will drain into a piping-containment
sump. When the product covers the sensor's liquid-sensitive probe in the
sump, the alarm will activate. The alarm panel for the liquid sensor is
mounted on the east wall of Bldg 879,Rm. 1001 (Fig. 1).
If the Operator has any questions or concerns about the monitoring
probe, he can contact the manufacturer,Universal Sensors and Devices, Inc.,
at(800)-899-7121 or Leak Alert Service Co., at(800)-464-4405.
Equipment Maintenance
In response to a request by San Joaquin County Public Health Services,
the following electronic monitoring equipment is checked each weekday
(excluding holidays):
• Green power light.
• Red tank alarm light.
• Red piping alarm light.
• Audible alarm.
2 Monitoring Program for New Underground Storage Tank
