Supplemental Information
The system was registered with the State Water Resources Control Board in 1984 as 827-11 D
and has subsequently been renamed 827-1)1U1. Figure 1 (see Appendix B)shows the location
of the 827-D1 U I tank system in relation to the Lawrence Liveraxxt National Laboratory
(LLNL),Site 300. Figure 2(see Appendix B)shows the 827-DIU1 tank system in relation to
Building 827. Figure 3(see Appendix B)shows a plan view of the 827-DIU1 tank system.
The 827-DIU1 tank system was installed in 1967 on the south side of Building 827A. It
supplies diesel fuel to a boiler inside Building 827A The tank system consists of an 8,000-
on,single-walled,carbon steel,underground storage tank(US11 associated fill pipe,vent
pipe, fuel supply and return piping,a low pressure steam line and a low pressure(pumped)
Terurn condensate line. Low pressure steam is conducted from the boiler through piping to a
fuel oil heater located within UST 827-D1UL Condensate inside the fuel oil heater is pumped
at low pressure through piping to the cooling tower shown in Figure 3. A vault above the tank
provides access to the piping and appurtenances that connect to UST 827 DlU 1. The low
press=steam line is covered with asbestos-containing pipe lagging, and will be removed by a
State of California registered asbestos abatement contractor. The fuel supply, fuel return and
lowsteam piping is enclosed within a 12-inch diameter corrugated metal pi (CMP).
3. The piping will be by sliding it out of the ,leaving the i
gore n
place. The area is unpaved, but is compacted and gravelled.
The boiler, and its associated UST,827-DIU1,art currently in use. The boiler, however,is
scheduled to be replaced by a new electric-powered boiler. UST 827 DlU I will not be '
replaced.
UST 827-D 1 U 1 has not leaked according to previous tank testing reports. LLNL had
contracted with the Gary Peters Enterprises to perform precision tank tests using the*Tank
Audit LEAK COMPUTER on this underground diesel fuel storage system for the past 4 years.
The most recent test results, from Clayton Environmental Consultants using the Homer EZY-
CHEK
.
method,am included as Appendm C,and dm die tank and piping to be product tight.
If minor soil contamination is found when the tank is removed,1114L will remove up to
10 cubic yards of suspected contuninated soil. The underlying soil will then be sampled to
deterrnine if any contamination is remaining in the soil. If soil contamination appears to be
more than minor,or if there is an indication of contaminated groundwater,LLNL will perform
further investigation and cleanup activities in agreement with San Joaquin County,Public
Health Services. Any contaminated soil removed fiom the excavation will be stored, sampled,
and disposed of properly.
Water samples from the groundwatEr monitoring wells near 827 DIUI (see Figure 4)arc not
currently analyzed for diesel fuel. If soil cootaminatiorn is found, and if there is reason to
suspect that the contaminants have migrated from the area, groundwamr samples from the
monitoring wells could be analyzed for diesel fuel. However, groundwater contamination is
M expected due to the tank integrity and the depth to groundwater of approxirmately 60 fat.
4 shows the location of a"dry well"and its associated underground piping. A dry well
is a shallow,carthen depression,filled with gravel,used to drain away non-hazardous building
effluent.
Due to dee fact that the fire water4=ing none in the area of Buryding 827A is discontinuous,
inferred groundwa=contours could not be presented on Figure 4. It is presumed that the
groundwater in the area flows south-southeast. Only three groundwater monitoring wells in
the arca are screened in the first water bearIng zoite. Of these, two are locaW approximately
1400 feet upgradient of the UST removal project- The location and groundwater data of the
one Aowngra&ent well,designated W-827.02,is shown on Figum 4.
A State Water Resources Control Board Underground Storage Tank Permit Application-Form
B will be completed and sent to San Joaquin County,Public HealthServices-Environmental
Health Department once UST 827-DIU1 has been removed.
A-1
