Box 2009 <br /> Stockton, Ca 95201 <br /> SUBJECT: Building 871 Underground Storage Tank 871-DlUl <br /> Proposal for Corrective Action <br /> On July 26, 1994, the 2000-gallon steel underground diesel fuel tank 871-DlUl at <br /> Lawrence Livermore National Laboratory Site 300 Building 871 was removed from the <br /> ground and shipped off-site as hazardous waste. Bill Snavely of the San Joaquin <br /> County Environmental Health Division was present to witness closure activities and <br /> the collection of soil samples. After removing the tank and the fill gravel we became <br /> aware that the underlying sandstone smelled of diesel fuel. An Unauthorized Release <br /> Report was completed and both FAXed and mailed to your office on August 2, 1994. <br /> Results of analyses of the two soil (crushed sandstone) samples collected from the <br /> bottom of the excavation show 2500 mg/kg and 3000 mg/kg TPH-D values, and BTXE <br /> values ranging from ND for benzene concentrations to 0.42 mg/kg for one of the <br /> xylene concentrations. The final report of results of these analyses has been FAXed <br /> and mailed to your office today, August 3, 1994. <br /> Based on the results of analyses of the soil samples collected within the excavation, it <br /> is our understanding that the site project is being transferred to you in the San Joaquin <br /> County Site Mitigation / Local Oversight Program. Yesterday, August 2, 1994, Rick <br /> Henry discussed with you the Building 871 tank closure project and also the Building <br /> 834 tank closure project. Based on your agreement with him, we are FAXing for your <br /> immediate review descriptions of the agreements reached regarding these two <br /> projects. We will provide a formal report upon completion of the project. Our action <br /> plan for tank 871-D1U1, as discussed in your August 2, 1994, conversation with Rick <br /> Henry is as follows. The plan of action for the Building 834 tank closure site will be <br /> submitted separately. <br /> We will perform excavation at the bottom of the existing excavation to remove <br /> additional diesel fuel contaminated sandstone. The size of the eventual excavation <br /> will be determined by the proximity of Building 871, the hardness of the sandstone, <br /> and the reach of the excavation equipment.
