Training Plan and Records: <br /> Reviewed training plan and training records. Training records reviewed were found to be in order. No <br /> violations were observed. <br /> d. Incident Report: <br /> None. <br /> e. Waste Analysis Plan and Records: <br /> Conducted a brief reviewed of the Waste Analysis Plan (WAP)for EWSF, Bldg. 883. This plan is much <br /> the same as the WAP for Bldg. 845A/B, the permitted treatment facilities. <br /> During the records review we discussed the use of generator knowledge and how it is documented and <br /> where this documentation is kept on file. It was explained that generator knowledge is used mostly in <br /> the generation of explosive waste, which is managed under EWSF and EWTF. The generator's <br /> rationale is documented by them and kept in their files. In addition, this information is provided to <br /> Hazardous Waste Management (HWM) staff prior to having the waste picked up and sent for either <br /> treatment (EWTF), or off-site disposal (EWSF). In generator areas such as the paint shop or motor <br /> vehicle maintenance shop, waste are characterized using waste analysis. All of this is documented in <br /> the WAP, which does allow for the use of generator knowledge and does require that the rationale be <br /> documented. <br /> I asked for some examples of instances where generator knowledge is used and documented. Rob <br /> gave me several Waste Disposal Requisition forms (WDR). He said that these forms represent a <br /> combination of use of generator knowledge or waste characterization. This form requires that the <br /> generator identify the method used for characterizing the waste. According to the WAP, these forms <br /> are required to be filled out and attached to the waste container until it is sent off-site, or the waste is <br /> treated/destroyed on-site. The forms are then filed with the manifests in Rob's office. Copies of <br /> excerpts from the WAP, and copies of the WDR and the instructions have been provided for reference <br /> purposes, in Attachment B. <br /> DTSC (3/95) Page 3 of 11 <br />
