Page 2 of 2 <br />Hi Allen, <br />I've reviewed the UST package sent to me June 7 and need to receive the following information: <br />1. The "Letter from Chief Financial Officer" does not have a large enough "tangible net worth". Line 4 must be <br />$100,000 minimum to use this financial responsibility mechanism. See the attached document. <br />2. The 87 product secondary pipe repaired and tested 11-18-10 needed six month follow up testing by 5-18- <br />11 pursuant to Title 23 California Code Regulations section 2637. This testing is overdue. Schedule this <br />testing and send testing notification to this department. <br />3. The diesel and 91 product turbine sumps were due for secondary containment testing on October 2010. <br />This testing is overdue. Schedule this testing and send testing notification to this department. <br />4. 1 approved the UST response plan. A copy is attached. Please send a copy to the facility. <br />5. The designated operator violation 23c was not addressed in your return to compliance package. <br />6. 1 did not receive the underground waste oil tank monitoring plan. Prepare this plan and send to me. <br />7. The fuel monitoring plan has several errors. Fix and return to me. See the attached, highlighted plan: <br />a. The tanks annular spaces are liquid filled, not dry. <br />b. Tank integrity testing is not required. If you decide to do this testing, send me the test results and <br />notify us of the test date. <br />c. The facility is setup to trigger automatic pump shutdown for piping leaks and panel failure. <br />d. Pipe integrity testing is not required. If you decide to do this testing, send me the test results and <br />notify us of the test date. <br />e. Include the overfill prevention method in the Comments section: Currently, the system overfill <br />prevention is "Mechanical flapper valves set at 95% of the tank capacity." <br />f. The Personnel Responsibilities section must list the people (not company) who are responsible for <br />the daily monitoring and maintenance of the underground tank system.
