A permit was not obtained from the EHD. At that time, repair permits were required for sensor replacement.
Immediately obtain a permit from the EHD for the replaced liquid sensors. A "Failure to Obtain a Permit" penalty
applies making the total permit fee to be $417*2=$834
This is a Class II violation.
308
CCR 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm.
The 91 product piping Bravo Float and Chain (F+C) in the UDC sumps failed to stop the flow of product at the 1/2
dispenser (center F+C) and the 3/4 dispenser (east F+C) when tested. The F+C in the 1/2 dispenser was retested
by the service technician and passed.
The 3/4 dispenser (F+C) failed and was not corrected. Correct immediately by having a properly licensed, trained,
and certified contractor replace the failed component with a functional component (LG 113-x listed, if applicable)
and obtain a permit within one business day from the EHD. If the failed component can't be replaced immediately,
there is a possibility that the 91 grade UST system may be red tagged to prevent fuel inputs.
This is a Class II violation.
314
HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight.
The October 6,2016 secondary containment test results indicate a failure at the 87 STP sump. All secondary
containment for the UST system must be tight. Apply for a repair permit with the EHD since the test failure does not
appear to be a product piping test boot failure. The 87 product piping pressure test passed. Immediately have a
properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspect
of the EHD.
This is a Class II violation.
Overall Inspection Comments:
The routine and monitoring system certification inspection was incomplete.
The inspection could not be completed at this time.
