(Padre), on behalf of the Petro-Analytical Inc. (PAI), is presenting
additional information related to the permit package submitted for the in-place closure and
abandonment of one, 8,000-gallon diesel-fuel underground storage tank (UST) at the Kaiser
Manteca Medical Center, 1777 West Yosemite Avenue, Manteca, San Joaquin County, California
(Project Site).
This information has been prepared in response to the San Joaquin County
Environmental Health Department's (SJCEHD) request for a procedure to remove and properly
handle the brine solution located in the annular space of the dual-walled
8,000-gallon UST. Based on the size the UST, the approximate volume of the interstitial space
between the primary and secondary containers is estimated to be 425 gallons. In general, the
protocol for removing and handling of the brine solution will consist of the following:
1. The appropriate length of tubing will inserted into the annular space of the UST and
using a vacuum pump, the brine solution will be removed and stored on-site in
55-gallon Department of Transportation(DOT)drums;
2. The brine solution will be profiled and manifested for transportation to an appropriate
disposal facility. Padre proposes to utilize the services of Integrated Wastestream
Management, Inc. (IWM) of San Jose, California. IWM's hauler registration number
is 3175. It is anticipated that the brine solution will be disposed as non-hazardous
waste; and
3. The drums will be transported to Seaport Refining and Environmental located at
700 Seaport Boulevard in Redwood City, California.
If you have any questions or comments, please feel free to contact Mr. Alan Churchill at
(916)857-1601, ext.25.
Sincerely,
PADRE ASSOCIATES, INC.
Alan Churchill
Project Geologist
c: K.W.
