November 2010 ■ <br /> Passoclatom, ina. <br /> Project No. 1001-0343 ® ENQ1"FFP1*,GeoLOo�CItNMn <br /> 1.0 INTRODUCTION <br /> 1.1 PURPOSE AND OBJECTIVES <br /> The purpose of this Technical Work Plan (TWP) is to present the field procedures and <br /> protocols to be utilized during the course of the limited soil and groundwater assessment <br /> activities planned at the Kaiser Permanente Manteca Medical Center in Manteca, San Joaquin <br /> County, California (Project Site). The location of the Project Site is illustrated on Plate 1-Site <br /> Location Map and Plate 2 —Site Plan. <br /> The objective of the limited soil and groundwater assessment program is to evaluate an <br /> area currently containing one, 8,000-gallon capacity diesel fuel underground storage tank <br /> (UST) located west of the Central Utility Plant. The UST is constructed of dual-walled fiberglass <br /> and is currently utilized to supply fuel for the facility's boilers and emergency generators. The <br /> UST is hydrostatically monitored, which consists of a brine solution that occupies the interstitial <br /> space between the primary and secondary containment walls of the tank. Additionally, the UST <br /> is strapped to a concrete hold-down slab that is reportedly situated at an approximate depth of <br /> 14 to 15 feet. <br /> Kaiser Permanente is planning to permanently close the UST in-place and install a new <br /> 8,000-gallon diesel fuel aboveground storage tank (AST). According to correspondence from <br /> Mr. Aaron Newman, P.E. with Culpepper + Forgensi Architects, the structural integrity of <br /> underground utilities located on top and in close proximity to the UST would be compromised as <br /> a result of having to remove the UST. Additionally, there is limited work space around the UST, <br /> which would restrict the installation of shoring. A copy of Mr. Newman's letter is presented in <br /> Appendix A. <br /> Padre is proposing to perform the limited soil and groundwater assessment activities <br /> after the existing UST has been permanently closed in-place. Therefore, the following activities <br /> are designed to meet the project objectives: <br /> • Preparation of a Technical Work Plan (TWP) / site-specific Health and Safety <br /> Plan (HSP) prior to implementation of the soil and groundwater assessment <br /> program; <br /> • Completion of a pre-assessment site visit to position and demarcate the <br /> proposed drill hole locations prior to notifying Underground Service Alert (USA) <br /> for clearance of potential underground utilities. Additionally, Padre will utilize a <br /> private utility locating company (Subtronic Corporation) in an attempt to locate <br /> potential underground lines and structures not identified through the USA <br /> notification; <br /> • Advance two drill holes to depths of approximately 15 to 20 feet, or the depth at <br /> which groundwater is encountered, whichever occurs first, to facilitate the <br /> 10.0343.TWP HSP assessment <br />
