(Padre), on behalf of the Petro-Analytical Inc. (PAI), is presenting <br /> additional information related to the in-place closure and abandonment of one, 8,000-gallon <br /> diesel-fuel underground storage tank (UST) at the Kaiser Manteca Medical Center, 1777 West <br /> Yosemite Avenue, Manteca, San Joaquin County, California(Project Site). <br /> This information has been prepared in response to the San Joaquin County <br /> Environmental Health Department's (SJCEHD) request for further information regarding the type <br /> of fluid located in the annular space of the dual-walled 8,000-gallon UST. According to the UST <br /> manufacturer, the fluid present in the annular space of the UST is most likely ethylene glycol. <br /> This is based on the installation date of 1989. Based on the size the UST, the approximate <br /> volume of interstitial fluid is 425 gallons. In general, the protocol for removing and handling of the <br /> ethylene glycol will consist of the following: <br /> 1. The appropriate length of tubing will inserted into the annular space of the UST and <br /> using a vacuum pump, the interstitial fluid will be removed and stored on-site in <br /> 55-gallon Department of Transportation(DOT)drums; <br /> 2. The solution will be characterized, profiled and manifested for transportation to an <br /> appropriate disposal facility. Ethylene glycol will be transported and disposed of as a <br /> California Hazardous Waste. Padre proposes to utilize the services of Integrated <br /> Wastestream Management, Inc. (IWM) of San Jose, California. IWM's hauler <br /> registration number is 3175; and <br /> 3.
