SUITE 241 CORTE MADERA, CA 94925 415.927.3360 FAX: 415.927.3728 <br /> Request to Abandon Underground Fuel Storage Tank in place. <br /> A request is being made to abandon in place the existing 8000 gallon underground fuel <br /> oil storage tank at the Kaiser Facility in Manteca. <br /> Setting: Underground utilities run over the tank and equipment in close proximity to the <br /> tank pit make the removal of the tank problematic. The aboveground and underground <br /> utilities in close proximity to the tank would be placed at risk if tank removal is attempted. <br /> Restricted above ground space also the possibility of placing shoring around the tank <br /> hole. <br /> There is no indication that the tank has leaked and tests will be performed to verify that <br /> the tank has not leaked. If there is indication that there may have been leakage, a more <br /> in depth study will be performed and the site will be remediated to remove the <br /> contamination. <br /> The tank abandonment procedure shall be as follows: <br /> Remove all pipes and equipment attached to the tank <br /> 1. Triple rinse the tank and transport and dispose of reinstated. <br /> 2. Pressure test the tank to 2 psi for 30 minutes by plugging all nozzles to verify the <br /> integrity of the tank. <br /> 3. Identify leak locations; if there is an indication of a leak, determine, if possible, <br /> whether a product leak did occur. <br /> 4. Make test borings and take samples at each end of the tank pit and every 20 feet in <br /> piping trench to identify possible leak locations. Analyzing these samples for TPHD. <br /> 5. If there has been a leak, guidance will be provided by the CUPA as to how to <br /> proceed. <br /> 6. If it has been determined that the tank and piping have not leaked remove the tank <br /> slab. <br /> 7. Remove the sumps and all remaining risers. <br /> 8. Cut approximately 18" square access holes in the tank. One at each end. <br /> 9. Rinse the tank out once more <br /> 10. Fill the tank completely with Control Density Fill (CDF)(a 2 sack slurry mix). A <br /> vibrator will be used during this process. <br />
