Referencing Health and Safety Code (HSC) 25185.6, the EHD stated in the Report that
Chevron Station No. 201383 failed to submit disposal records and manifests for soil and waste
generated during the station renovation. On January 7, 2016, excavation occurred during
station upgrade activities at the dispensers. Approximately twenty-five yards of non -hazardous
soil were transported by Integrated Wastestream Management and disposed of at Altamont
Landfill and Resource Recovery Facility in Livermore, California under Manifest No. 11109471-
001 and 1110947-002, Profile 625607CA. The EHD directed that the manifests and other
disposal records be located and submitted immediately.
By email dated June 3, 2016, you notified the EHD that HSC 251383.6 referenced hazardous
substances, hazardous waste, or hazardous materials. Since the EHD inspection report had
stated that non -hazardous waste had been generated at the Chevron site, the requirements of
HSC 25185.6 did not apply and you requested that the violation be rescinded.
The EHD concurs that HSC 251383.6 does not apply to the non -hazardous waste generated at
the Chevron facility and rescinds the violation.
The EHD has previously contacted Chevron and subcontractors associated with the Chevron
Station No. 201383 upgrades in an effort to locate the manifests and disposal records to no
avail. The EHD respectfully requests your help in obtaining this information.
Sincerely,
Vicki McCartney, REHS
Senior Registered Environmental Health Specialist
