FAI-rw ncveQT4ACK1T <br />WORK PLAN FOR CLEANING, INERTING, TRANSPORTATION AND DISPOSAL OF <br />UST'S AS NON HAZARDOUS WASTE PER CCR 22,DIV. 4.5,CH. 32,SEC <br />67383.1,67383.2,67383.3. <br />1. General Contractor to purge product lines into tanks using nitrogen gas. <br />2. Recoverable product removed from tanks. <br />3. Tailgate safety meeting at jobsite discussing site specific concerns and work procedures before <br />work commences. <br />4. Bond vacuum truck and pressure washing equipment to tanks and ground. <br />5. Triple rinse product lines, pump out and triple rinse tanks using a vacuum truck and high pressure <br />hydroblasting equipment until 0% GEL is achieved and all tank scale and sludge has been removed <br />from the tank interior. <br />6. Inert tanks with dry ice 15 lbs. /1,000 gal. <br />7. General Contractor to remove tank slab and overburden. <br />8. Check tank LEL, visually verify tank interior conforms with Title 22 guidelines, perform <br />additional cleaning if required, certify tank per Title 22. <br />9. All tank cleaning rinsate will be pumped out of the tank and be profiled and disposed of in <br />accordance with U.S. Code of Federal Regulations (CFR) Title 40, Parts 260-279 and CCR Title <br />22, Div. 4, Chapter 30 and shipped using a Uniform Hazardous Waste Manifest to an approved <br />T.S.D.F. <br />10. Upon approval of the Local Fire Dept. and /or County Environmental Health Dept. access holes <br />will be cold cut into the tank using the following procedure. <br />a. Tank has been properly cleaned until 0% LEL is achieved and maintained without <br />ventilation. <br />b. Adjacent tanks are isolated and migrant vapors controlled. <br />c. A pneumatic rivet buster will be used to cold cut the hole in the tank. <br />11. If required the tank will be inerted using dry ice at the rate specified. <br />12. Under the authorization of the Fire Dept. and or County Environmental Health Inspector the tank <br />may then be removed from the excavation and placed on a flatbed truck for transportation to an <br />approved facility for disposal. <br />13. Tanks will be transported as Non -Hazardous Waste to an approved recycling or disposal facility, <br />the receiving facility will issue a Certificate of Destruction for the tank. <br />The following guidelines published by the American Petroleum Institute (API) are used in <br />training and practice and can be furnished upon request. <br />API 2219: Safe Operation of Vacuum Trucks in Petroleum Service. <br />API 2015: Safe Entry and Cleaning of Petroleum Storage Tanks. <br />API 1604: Closure of Underground Petroleum Storage Tanks. <br />rlaAtLA <br />
