State College Brea, CA 92821 P . ox 2292 January 28, 2011 Bea BCA 92821-2922 San Joaquin County Environmental Health Department 600 East Main Street Stockton, California 95202-3029 Inspector Naidu, This letter is in response to the inspection report issued on January 21, 2011 to Chevron Station#201761, located at 1103 S Main St. Manteca, CA 95337 Below is our response regarding the 5 items noted in the attached inspection report. 0 10&12. 87 Tank 1 and 2 and the 91 tank annular sensor failed to activate an audible and visual alarm due to the monitoring panel not being operational, therefore,the tank is not monitored. The interstitial space shall be monitored with a monitoring system connected to an audible and visual alarm system. Immediately contact a properly licensed,trained, and certified contractor to replace the failed component with a functional component(LG 113-x listed, if applicable) under permit and inspection of the EHD within one business day. If unable to establish continuous monitoring of the UST system cease operation and remove fuel from all the tanks. 0 13. All the under dispenser containment sensor and the STP sump sensors for the 87 Tank 1 and 2 and 91 Tank failed to activate an audible and visual alarm to ensure continuous monitoring of the tank system due to the monitoring panel not being operational. All monitoring equipment shall be maintained to activate audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. Correct immediately by having a properly licensed, trained, and certified contractor to replace the failed component with a functional component(LG 113-x listed, if applicable) and obtain a permit within 1 business day from the EHD. If the failed component can't be replaced immediately, there is a possibility that the 87 Tank 1 and 2 and 91 Tank UST system may be red tagged to prevent fuel inputs. 0 17.The 87 and 91 turbine electronic line leak detector failed to detect a leak due to the monitoring panel not being operational. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 PSI. Immediately have a properly licensed, trained, and certified contractor to replace the failed component with a functional component(LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 87 and 91 UST system may be red tagged to prevent fuel inputs. • In response to items 10, 12, 13, and 17: During the failsafe the Veeder Root became inoperational due to the ECPU Board. Enclosed are the Monitor Certification test results dated 219/2011, a copy of the work order from Service Station Systems, Inc. dated 1/21/2011 showing the ECPU Board replacement.
