State College <br /> Brea, CA 92821 <br /> P . ox 2292 <br /> January 28, 2011 Bea BCA 92821-2922 <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202-3029 <br /> Inspector Naidu, <br /> This letter is in response to the inspection report issued on January 21, 2011 to Chevron Station#201761, <br /> located at 1103 S Main St. Manteca, CA 95337 <br /> Below is our response regarding the 5 items noted in the attached inspection report. <br /> 0 10&12. 87 Tank 1 and 2 and the 91 tank annular sensor failed to activate an audible and visual <br /> alarm due to the monitoring panel not being operational, therefore,the tank is not monitored. The <br /> interstitial space shall be monitored with a monitoring system connected to an audible and visual <br /> alarm system. Immediately contact a properly licensed,trained, and certified contractor to replace <br /> the failed component with a functional component(LG 113-x listed, if applicable) under permit and <br /> inspection of the EHD within one business day. If unable to establish continuous monitoring of the <br /> UST system cease operation and remove fuel from all the tanks. <br /> 0 13. All the under dispenser containment sensor and the STP sump sensors for the 87 Tank 1 and 2 <br /> and 91 Tank failed to activate an audible and visual alarm to ensure continuous monitoring of the <br /> tank system due to the monitoring panel not being operational. All monitoring equipment shall be <br /> maintained to activate audible and visual alarm or stop the flow of product at the dispenser when it <br /> detects a leak. Correct immediately by having a properly licensed, trained, and certified contractor <br /> to replace the failed component with a functional component(LG 113-x listed, if applicable) and <br /> obtain a permit within 1 business day from the EHD. If the failed component can't be replaced <br /> immediately, there is a possibility that the 87 Tank 1 and 2 and 91 Tank UST system may be red <br /> tagged to prevent fuel inputs. <br /> 0 17.The 87 and 91 turbine electronic line leak detector failed to detect a leak due to the monitoring <br /> panel not being operational. All line leak detectors shall be capable of detecting a 3-gallon per <br /> hour leak at 10 PSI. Immediately have a properly licensed, trained, and certified contractor to <br /> replace the failed component with a functional component(LG 113-x listed, if applicable) and <br /> obtain a permit within one business day from the EHD. If the failed leak detector can't be replaced <br /> immediately, there is a possibility that the 87 and 91 UST system may be red tagged to prevent <br /> fuel inputs. <br /> • In response to items 10, 12, 13, and 17: During the failsafe the Veeder Root became <br /> inoperational due to the ECPU Board. Enclosed are the Monitor Certification test results <br /> dated 219/2011, a copy of the work order from Service Station Systems, Inc. dated <br /> 1/21/2011 showing the ECPU Board replacement. <br />
