Wilson, Stockton Inspection Feb 12, 2013 <br />Name: y Address: Date: <br />SUMMARY <br />>S I, CLASS II, <br />This is a Routine and Monitoring System Certification inspection. The following Minor -Notice to Comply <br />violations were observed during this inspection: 117, 204,301 <br />117. The alarm history was found to have been deleted during this inspection, indicating a Cold Start <br />had occurred on the Monitoring Panel. Based on records on site the deletion occurred between <br />11/26/2012 and 1/5/2013, and the owner stated the battery on the Monitoring Panel was replaced by a <br />contractor after a power outage on December 23, 2012. An application for emergency repair of the <br />Monitoring System was not submitted to EHD. Emergency repairs relating to UST system monitoring <br />and release detection may be performed by a properly licensed, trained, and certified contractor <br />pursuant to the EHD's policy and a permit obtained within one business day from the EHD. All other <br />repairs in the future must have a permit submitted to and approved by the EHD prior to beginning work. <br />Violation was corrected on site. <br />204. The designated operator failed to document the deletion of alarm history and failed to check if it <br />was responded to appropriately in the December 2012 and January 2013 designated operator monthly <br />inspection reports. During the monthly inspection, the designated operator shall review the alarm history <br />for the previous month and document if it was responded to appropriately, and attach a copy of the <br />alarm history with documentation taken in response to any alarms to the monthly report. Ensure that <br />designated operators performing monthly inspections at this facility are including all of the required <br />information on the reports. <br />301. Monitoring System was not verified to be functional under EHD inspection after the Cold Start (see <br />Item 117 above), and therefore the underground storage tank system was not operated to prevent <br />unauthorized releases. Ensure the underground storage tank system operated to prevent unauthorized <br />releases.
