RquN
SAN JOAQUIN COUNTY
a • --err .Gym
{ ENVIRONMENTAL HEALTH DEPARTMENT
600 East Main Street, Stockton, CA 95202-3029
.. _ Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd
OFFICIAL INSPECTION REPORT
FACILITY NAME/TYPE: Tracy Truck Stop
DATE: May 1, 2012
ADDRESS: 3940 North Tracy Blvd
CITY: Tracy
ZIP CODE: 95376
OWNER/OPERATOR: CJ & Debbie Jutla
TELEPHONE #: 832-5006
TYPE OF INSPECTION: ❑ COMPLAINT ❑ CONSULTATION OX OTHER
ELEMERNAM 2361A]RECORD
PR0507837
NATURE OF COMPLAINT/CONSULTATION:
-The East Diesel mechanical line leak detector 99 LD -3000 failed to detect a leak when tested during
the annual monitoring system certification on April 23, 12. All line leak detectors shall be capable of
detecting a 3 -gallon per hour leak at 10 psi.
-The knob switch system was not working correctly to have the UST and AST system working
independently on one another. Both system were turned on when the switch was set to AST.
OBSERVATIONS/COMMENTS:
-Elite IV was at the facility earlier in the week to fix the wiring of the UST -AST hybrid system to
ensure both systems were not running simultaneously together.
-On site with service technician to verified the operation of the knob switch system when it was set at
AST, OFF and UST. System is functional and each system running independently. Knob switch
system was verified by feeling the vibrations of the turbines.
-On site to witness the service technician retest the East Diesel line leak detector.
CORRECTIVE ACTIONS:
-The service technician adjusted the leak detector earlier in the week. It passed during the re -testing.
-Per service technician, should the mechanical line leak detector fail, an electronic pressurized line
leak detector (PLLD) is best recommended to be installed. The PLLD would be able to shut off both
the AST and UST system if a leak is detected in either lines.
-Today's testing is billable at EHD's current hourly rate.
Greg Kaiser- service technician Exp. dates: ICC 090212.
