On some reports the UDCS are listed but not marked they have been checked. On <br /> others the UDCS are not notated at all.. During the monthly inspection, the designated operator shall visually inspect <br /> all spill containers and UDC sumps, and any tank top sump that had an alarm for which there is no record of a service <br /> visit. Ensure that designated operators performing monthly inspections at this facility are inspecting all of the required <br /> areas and noting it on the on the reports. <br /> 309 CCR 2636(f)(1) Monitoring in the UDCs failed to activate an audible and visual alarm or stop the flow at the UDC. <br /> The (W) Bravo float and chain in UDC sump 15, (E) Bravo float and chain in UDC sump 13, (E) Bravo float and chain <br /> in UDC sump 12, (E) Bravo float and chain in UDC sump failed to stop the flow of product at the dispenser when <br /> tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of <br /> product at the dispenser when it detects a leak. Correct immediately by having a properly licensed, trained, and <br /> certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable) and obtain <br /> a permit within one business day from the EHD. If the failed component can't be replaced immediately, there is a <br /> possibility that the UST system may be red tagged to prevent fuel inputs. The floats were stuck at the time of <br /> inspection. This was corrected on site. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 29, 2015 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
