110
June 3, 1996 r--
Pete Wilson
Governor
Cal/EPA Toby Argandona, President
CNI Manufacturing James M. Strock
Eslifornia 15627 Arrow Highway Secretary for
Environmental Irwindale, California 91706 Environmental
protection Protection
Agency #96-12
Dear Mr. Argandona:
Approval of the CNI Spillbox Assembly
Air Resources Board CNI 5-15 Gallon Fil-Spil Containment Boxes (Round or Square)
P.O. Box 2815 CNI 30" to 48" Snap-Tight Covers (Round or Square)
2020 L Street CNI Model 100 PSH Spring Loaded Push Drain Assembly
Sacramento, CA
95812-2815 You requested California Air Resources Board (CARB) certification of the CNI Spillbox
containment boxes, covers, and drain assemblies. The boxes vary in size from 5 to 15 gallons in
capacity and are either square or round in shape. The snap tight covers also come in a square or
round shape and vary in size from 30 to 48 inches across.
The containment boxes and covers enclose the pipe openings used to fill the underground
fuel storage tanks. Each box has at least one or more drain assemblies which are activated by the
installation of the Snap-Tight covers via a push rod which opens the bottom of the containment box.
The covers are equipped with seals and locking features to contain vapors once the cover has been
properly installed. The seal is an integral partof the vapor recovery system. Once the spillbox cover
is in place, a pathway is opened to allow gasoline to flow back to the underground tank and also
vapors to rise to the seal at the spillbox cover. The spillbox covers shall be maintained with a seal
which is free of debris and in good working condition to ensure that the Phase I system does not
allow vapors to escape.
As required by CARB certification procedures, the necessary approvals from the Office of
the State Fire Marshall and the Division of Occupational Safety and Health have been obtained. I
find that the use of the CNI spillbox covers, containment boxes and drain assemblies, when installed
in.accordance with the manufacturer's instructions, will not adversely affect the performance of the
vapor recovery system. Therefore, the CNI Spillbox assemblies listed in this approval letter are
certified for use with CARB approved Phase I vapor recovery systems. This approval does not
supersede any requirements from existing Executive Orders.
If you have any questions or need further assistance, please contact Joe Guerrero at
(916) 324-7343 or Laura McKinney at(916) 327-1525.
Sincerely,
James J.
