The 87 product line secondary containment test boot was left secured in the test position in <br />the 87 turbine sump. This test boot lacked a Schrader valve. Any potential release from the primary <br />containment into the secondary containment in the 87 piping does not flow into a collection sump. All <br />secondary containment systems shall be sloped so that all releases will flow to a collection sump located <br />at the low point of the underground piping. During the inspection, the technician loosened the band <br />clamps and pulled back the test boot. Continue to ensure that any releases in the product piping flows <br />into a turbine sump. <br />310. Liquid was observed in the 91 fill sump and diesel fill sump. If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately <br />remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, <br />and manage it accordingly. Ensure that the 91 and diesel turbine sumps are maintained free of liquid. <br />Complete and submit a copy of the Return to Compliance Certification form with a statement of how <br />each violation was corrected, including supporting documentation, by January 18, 2014. <br />Today's reinspection may be billed at EHD's current hourly rate. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION eq ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />
