Tenth Street
Tracy CA 95376
San Joaquin County Environmental Health Department (SJCIEHD) has reviewed Groundwater
Monitoring Report, Second Quarter 2007(Report) dated October 5, 2007, prepared on your
behalf by Ramage Environmental, Inc. (Ramage) and has the following comments.
The Report documents a routine quarterly groundwater monitoring and sampling event that was
conducted at your site in June 2006. Three groundwater monitoring wells associated with this
site were sampled; reported analytical results were non-detect for all constituents analyzed. In
the Report Ramage recommends consideration of the site for regulatory closure.
SJCIEHD has discussed the potential for closure of this site with a representative of the
Regional Water Quality Control Board, Central Valley Region (CVRWQCB). Before the
CVRWQCB will consider this site for closure, it must be evaluated for vapor intrusion and gross
contamination. The CVRWQCB uses the San Francisco Bay Regional Water Quality Control
Boards Tier I Environmental Screen Levels (ESL's) for evaluation of the risk posed from
remaining soil and groundwater contamination. Concentrations of contamination in soil samples
collected at this site do not pass the ESL's for total petroleum hydrocarbons and benzene; a soil
vapor survey needs to be completed. Please prepare a work plan to collect and analyze
shallow soil vapor samples and submit it to SJCIEHD no later than December 7, 2007.
If you have any questions or comments please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lerma 1--+-tom_
Lori Duncan, Senior REHS Margaret Lagorio, REHS
LOP/Site Mitigation Unit IV Program Coordination Unit IV
cc: James Barton, CVRWQCB
Joe Ramage, Ramage Environmental, Inc.
