Tenth Street
Tracy CA 95376
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the "Revised Residual Hydrocarbon Mass Calculations", dated July 8,
1999, and the "Groundwater Monitoring Report, First Quarter 1999" dated March 29,
# 1999, that were submitted by Ramage Environmental on behalf of the above referenced
site and has the following comments.
On February 18, 1999 the three on-site groundwater-monitoring wells were sampled.
Analytical results were non-detect for all petroleum hydrocarbon constituents tested for.
The residual hydrocarbon mass remaining in soil as presented in the submitted
calculations is approximately 813 pounds. Determination of this mass was based on
sample concentrations of total petroleum hydrocarbons as diesel (TPHd) collected from
the bottom Of the former tank pit at the time of the tank removal, and from subsequent
exploratory soil borings. Based on the data collected to date, the bulk of this residual
soil contamination is located in the immediate vicinity of the former tank pit.
The report recommends the evaluation of the potential threat of the residual petroleum
hydrocarbon contamination at this site to groundwater quality and human health and the
environment and, that based on this evaluation, a determination can be made as to the
need for further corrective action. Please proceed with preparation of a feasibility study
that considers at least two alternatives for their ability to remedy or mitigate the actual or
potential threat posed iresidual contamination disposition.
i
r cost
effectiveness.
