PUBLIC HEALTH SERVICES
SAN JOAQUIN COUN'T'Y
JOGI KHANNA I .D..I .P.H.
Health Officer
P.O. Bax 2009 (1601 East Hazelton Avenue)
Stockton,California 95201
(209)468-3400
"iAR 4 51993
RAYMOND QUARESMA
26290 S UNION RD
MANTECA CA 95336
RE: MARCH 25, 1993 MEETING WITH ASSEMBLYMAN ANDAL
Thank you for opening your home to our recent meeting with
Assemblyman Andal to discuss some concerns regarding the site
investigation, remediation and subsequent closure activities at the
parcel in Lathrop, 91 E. Thompsen Rd.
The secondary purpose of this letter will be to summarize our
discussion which identified specific areas of concern as a result
the mitigative activities at your site.
A mutual concern was the lack of regulation of consultanting firms.
The Business and Professions Code states that businesses shall not
perform their activities in an unfair advantage. It was unclear to
us during our meeting how this Business and Professions Code is
enforced or which state agency performs the enforcement.
Assemblyman Andal indicated his office would identify this process
and provide this information to Public Health Services,
Environmental Health Division (PHS-EHD) .
our discussion of current PHS-EHD programs for oversight of leaking
underground fuel storage tanks has empowered the Site Mitigation
staff to seek suggestions for "streamlining" simple aspects of
future soil investigations.
The Environmental Health Division intends to develop a "Site
Mitigation Assessment Committee" (SMAC) whose purpose will be to
identify specific areas in which PHS-EHD's involvement and
direction of simple soil investigations can be improved without
creating business and regulatory conflicts.
The f irst meeting of SMAC will take place within the next 3 - 4
weeks and will provide Assemblyman Andal with suggestions for
possible future legislation, if warranted.
A Division of San Joaquin Counry Heaith Crate Services
