Q
s ,
WALLACE • KUHL&ASSOCIATES.INC.
GEOTECHNICAL CONSULTANTS CONSTRUCTION TESTING
October 30, 1990
San Joaquin County
Environmental Health Division
Attention: Eleanor Ratliff
P.O. Box 2009
Stockton, California 95201
WORKPLAN FOR SOILS REMEDIATION/GROUND WATER INVESTIGATION
LATHROP PROPERTY
91 East Thomsen Road
Lathrop, California 95241
WKA No. 1184.02
Introduction
We are submitting this workplan for soils remediation and a ground water investigation for the
subject property. The property consists of approximately three acres of undeveloped, fallow land
comprising one parcel in Lathrop, California. An analysis of stereoscopic aerial photographs dating
back to 1963 and interviews with persons familiar with the property history revealed that the property
was once the site of an automobile service station. The station had been known as Wiggins Trading
Post, which utilized subsurface fuel tanks; we understand the facility ceased operation in the 1960s.
The subsurface fuel tanks are said to have been removed in the early 1970s.
Sail borings drilled on the property during our Environmental Site Assessment, report dated
September 21, 1990, indicated shallow subsurface soils contamination in the vicinity of the
southwesterly corner of the property. Subsurface soil samples from Boring P1 at ten feet below
existing grade contained total petroleum hydrocarbon concentrations of 22,000 parts per million
(ppm); the soil sample at 15 feet below existing grade at location P1 contained a relatively low
concentration (5.8 ppm) of petroleum hydrocarbons. Ground water was consistently encountered in
the borings at a depth of ten feet; preliminary ground water sampling and testing performed during
our Environmental Site Assessment of the property indicated potential ground water contamination
by petroleum hydrocarbon constituents.
3050 INDUSTRIAL BOULEVARD • PO BOX 1137 • WEST SACRAMENTO,CA 95691 • (916)372.1434 • FAX(916)372-2565
