CGA G-1.8-2017 <br /> 8.1.1 Identification of site-specific lime pond characteristics <br /> Before the development of a site-specific work plan,the following data and information should be collected.This <br /> information assists in determining the amount of lime material and standing water to be removed as well as the <br /> quantity of clean fill material required to bring the property to final grade. <br /> • Size of the pond—Determine the physical boundaries of the impoundment in terms of length, width, depth, <br /> and overall cubic yardage including all dikes, levees, or embankments; <br /> • Structure of the pond—Determine if the pond is constructed below or aboveground surface; is lined or un- <br /> lined; and consists of earthen dikes, levees, or embankments.This information might be available from site <br /> surveys, aerial photographs, and historical records; <br /> • Volume of lime—Determine how much lime is present in the pond in cubic yards. This information might be <br /> available from site surveys, lime depth measurements, aerial photographs, or site historical and production <br /> records. It is also generally recommended that the depth of Ifine be determined through a soil boring that <br /> reaches native soil; <br /> • Characteristics of the lime material—At a minimum, determine pH. Additional testing may be appropriate <br /> depending upon the intended destination of the lime and regulatory requirements of the federal and state/pro- <br /> vincial environmental agencies; <br /> • Soil, groundwater, and surface water characteristics—Obtain information regarding soil type, depth to <br /> groundwater, uses of the shallow groundwater, and adjacent surface waters; <br /> • Site topography and drainage—Identify the natural topography and drainage of the site.This information can <br /> be obtained from U.S. Geological Survey (USGS) maps or other sources; and <br /> • Historical site usage—Investigate the use of the land before development of the lime pond, records of any <br /> use of the pond other than lime storage, operational activities at the site other than lime generation, and <br /> adjacent/neighboring industrial or commercial activities. <br /> A Phase I checklist, which can be a useful tool to further help conduct the site characterization, is provided in <br /> Appendix A. <br /> 8.1.2 Review of regulatory closure requirements <br /> A thorough review of federal, state, provincial, territorial, and local environmental. safety, and construction regu- <br /> lations should be performed to incorporate compliance requirements into the site-specific closure work plan. <br /> During this phase of the closure program,all permitting,notification,and approval requirements as well as options <br /> for wastewater and possibly solid waste disposal should be identified. <br /> The following are some of the regulatory review items that should be considered: <br /> • state and local solid waste management closure requirements; <br /> • state and local (including publicly owned treatment works [POTV j)wastewater discharge requirements; <br /> • state or local construction permit requirements; <br /> • local nonhazardous industrial waste disposal requirements; <br /> • state or local requirements for clean backfill material and grading; <br /> • local planning committee requirements; <br /> • state or local requirements for fugitive emissions; <br /> • state or local storm water permit requirements; <br /> • federal or state wetlands dredge and fill permits; and <br /> • sediment and erosion control requirements. <br /> This document licensed for the sole use of the purchaser, It may not be shared with any other person or used after the expiration date <br /> without the express written permission of the CGA.
