SAN J O A Q U I N Environmental Health Department <br /> c t, l y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> LPS WATER CO 14900 W HWY 12 , LODI February 25, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 66262.34(d)(2)No modified contingency plan. <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material,and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a repeat violation, Class II. <br /> 106 CCR 66262.34(d)(2)Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. Brandon Wysocki,water plant operator,stated that <br /> he had not had any training for emergency procedures and waste handling. Paul Craft, President,was also unsure <br /> if the waste water treatment operator had any training. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a repeat violation,Class II. <br /> 303 CCR 66262.34(d)(2)Failed to maintain all communication or alarm systems,spill control,or decontamination <br /> equipment. <br /> OBSERVATION: In the waste water treatment area,the emergency shower was missing the cotter pin. The handle <br /> was observed on the ground.The handle was attached to the emergency shower during the inspection but it was <br /> not secured. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment,and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Immediately bring the emergency shower into proper working order by repair, replacement <br /> or testing.
