Box 404
Pleasanton, CA 94566
7-ELEVEN STORE, 9110 THORNTON ROAD, STOCKTON - REVIEW OF SITE INVESTIGATION
We have reviewed the available information on this site. Based on our review and
discussions with staff of the San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD) , the extent of contamination has not been
adequately defined. Therefore, we request that The Southland Corporation
(Southland) complete the investigation and remediation of this contamination
incident without further delay.
County and Regional Board staff have met with Southland several times since the
tank leak was discovered in 1986, most recently on 11 May 1989, and 13 June 1989,
to assist Southland in expediting the remediation efforts. In addition we have
assisted in gaining site access. With the issues of site access and potential
off-site sources resolved, technical issues which have been neglected must now
be addressed. We are very concerned that the extent of hydrocarbon contamination
to the northeast of the site has not yet been adequately defined.
To assure that the investigation and remediation proceeds in a timely manner, we
require that by 8 June 1990 Southland:
1 . Submit a work plan to install additional monitoring wells to define the
extent of contamination to the northeast, to provide early detection of
contaminants which may be migrating toward domestic water supply wells,
and to establish the ground water gradient.
2. Submit a summary of all historical analytical data for benzene, toluene
and xylene detected in the domestic water supply wells. This information
should be presented in tabular form, and submitted to this office and to
the PHS/EHD.
3. Continue implementing the remediation system in place to control movement
of and remove dissolved contaminants from ground water, and by 2 July 1990
provide this office and PHS/EHD with a report of the remedial actions
implemented.
Regional Board authority for these requirements is found in California Water Code
Section 13267 which states, in part:
