ZR-88-25 OF STOCKTON TERMINAL COMPANY <br /> (C/O CHARLES H. BLOOM COMPANY, INC . ) <br /> ---------------------------------------------------------------- <br /> The Development Committee will review ZR-88-25 on March 30 , 1988 . <br /> The proposal is a Zone Reclassification from GA-40 to EA/AP for a <br /> 9 . 46-acre portion of Assessor Parcel No. 101-210-04. The <br /> remaining 40 acres of this parcel would retain GA-40 zoning. <br /> The underlying project is an expansion of the Certified Grocers <br /> warehousing development located on the 35 . 67-acre parcel <br /> ( 101-210-01 ) on the north side of the Stockton Terminal and <br /> Eastern Railroad tracks, opposite this project site. The General <br /> Plan designation and zone classification of the existing <br /> Certified Grocers site are Limited Industrial and M-1 , respec- <br /> tively. Under the adopted Zoning/General Plan Consistency <br /> Matrix, the only zone that would allow an expansion of the <br /> Certified Grocers use onto the 9 . 46-acre project site without a <br /> change in General Plan designation is the EA/AP classification <br /> requested. <br /> Planning staff ' s initial reaction to this proposal is that the <br /> area located north of the railroad tracks, an area that contains <br /> vacant , industrially planned land, should be developed before <br /> introducing an industrial type of use in the predominantly agri- <br /> cultural area south of the railroad tracks. If it is foreseeable <br /> that this and other expansions to the Certified Grocers project <br /> will occur, then the appropriate application procedure would be <br /> for the applicant to request a change in the General Plan <br /> designation for not only the 9. 46-acre area but for a reasonably <br /> defined boundary south of the railroad tracks. <br /> The project parcel has direct access to the railroad, but it does <br /> not have direct access to a public, maintained road. The use of <br /> the' 9. 46-acre site in conjunction with the Certified Grocers <br /> development would generate additional traffic on Piccoli Road. <br /> The County has adopted a Specific Road Plan for Wilcox Road.
