The following conditions imposed <br /> by the Local Health District were made a part of the approval : <br /> 1 . Obtain discharge requirements from the Regional Water Quality Control Board, <br /> Central Valley Region. <br /> 2. Provide minimum five (5) foot high perimeter fencing around the ponds with <br /> a locked gate. <br /> 3. All brine to be disposed of in the waste water settling pond shall first <br /> be oxidized in process equipment which facilitates either chemical or <br /> catalytic air oxidation of the calcium sulfite and calcium bisulfite to <br /> calcium sulfate before being transferred into the pond. An Authority to <br /> Construct approving the equipment to be installed to affect the oxidation <br /> must be obtained from the Air Pollution Control District before construc- <br /> tion of such equipment commences. As an alternative to the oxidation <br /> process, Tenneco West may process the waste brine by removing all organic <br /> matter and other contaminants and recycle the reclaimed brine, thereby <br /> eliminating the need for the pond. <br /> Since approval of the use permit included San Joaquin Local Health conditions, you <br /> are hereby advised that the above conditions shall be met prior to utilization of <br /> the approved land use. <br /> If the decision is appealed to the Board of Supervisors, the filing of the appeal <br /> stays the issuance of the Use Permit or any other permits until the appeal has been <br /> decided by the Board. <br /> Please call this office for an inspection when the conditions have been met, <br /> JACK J.
