CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 4 June 1990 <br /> DISCHARGER: Dole Fresh Fruit Co./Victor Fruit <br /> LOCATION & COUNTY: Victor, San Joaquin County <br /> CONTACT(S) : Allan Corradi , Assistant Manager <br /> INSPECTION DATE: 27 February 1990 <br /> INSPECTED BY: Ton Vorster, Twila Leclerc <br /> ACCOMPANIED BY: Allan Corradi <br /> OBSERVATIONS AND COMMENTS: <br /> Dole Fresh Fruit Co./Victor Fruit (formerly Tenneco West/Sun Giant) is a cherry processing <br /> facility located at 8751 East Highway 12 in Victor. Brine solution wastewater from the <br /> cherry processing is discharged to 6 shallow percolation ponds in the summer and to <br /> vineyards in the winter for irrigation. <br /> On 27 February 1990, we went to Dole for a compliance inspection. We were accompanied by <br /> Allan Corradi , Assistant Manager. Effluent was being discharged to one pond. We took <br /> samples from this pond near the inlet pipe to be analyzed for total dissolved solids (TDS) <br /> and sulfate. There were no odors or weeds. The pond was well-maintained and had a fence <br /> around it with a locked gate. <br /> SAMPLE RESULTS: <br /> TDS 3985 mg/l <br /> Sulfate 840 mg/l <br /> 3985 mg/l is a very high concentration of TDS. The drinking water >tandard is 500 mg/l . <br /> The method used for the TDS analyses (Method 160. 1) included inorg lic (mineral ) content <br /> and organic content. However, even if the organic content were removed, the mineral <br /> content would still be expected to exceed 500 mg/l . The sulfate concentration is well in <br /> excess of the drinking water standard of 250 mg/l and threatens to degrade local ground <br /> water which is used for domestic supply. <br /> CONCLUSIONS: <br /> Dole Fresh Fruit Co./Victor Fruit is threatening to violate Waste Discharge Requirements <br /> Order No. 82-061, Discharge Specification B2, "The discharge shall not cause degradation <br /> of any water supply. " Requirements need to be updated. Dole proposed a ground water <br /> monitoring system, dated 31 August 1989, reviewed in our memo dated i5 May 1990, which was <br /> found to be inadequate. Future TDS analysis should be for fixed TDS, and not include the <br /> volatile suspended solids (organic) , since we are mostly concerned wits the mineral content <br /> of the effluent and its potential impact on the underlying ground water. Based on the <br /> local ground water quality, we consider this wastewater a desicnated waste. Concentrations <br /> of sulfates and salts must be reduced by source control to levels or no concern, or <br /> facilities will have to be closed or retrofitted to meet Subchapter 15 requirements. <br /> TLL <br /> TWILA L.
