A copy of <br /> the leaching potential analysis completed by PHS/EHD staff on <br /> October 2, 1991, is enclosed for your information. The form was <br /> adapted from the table shown in the LUFT manual referred to in <br /> the letter to you from RESNA (Table 2-1) . As you can see our <br /> scoring for the site is different from the RESNA score. <br /> The LUFT manual refers to seasonal high groundwater and according <br /> to the "San Joaquin County Flood Control Maps" for Spring 1986, <br /> that depth was about 35 feet below ground surface (bgs) . The <br /> depth bgs that the soil sample was taken at is to be subtracted <br /> from the seasonal high groundwater depth. PHS/EHD staff <br /> inspection report at the time of the tank removal (September 9, <br /> 1987) notes the sample under the unleaded tank was taken 15 feet <br /> bgs. Therefore, no points are allowed for minimum depth to <br /> groundwater from the soil sample. <br /> There are two wells at the site and wells at nearby sites. In <br /> addition there were septic systems at the site until April 1985. <br /> Therefore, there are man made conduits at the site and unique <br /> site features. Thus the total score PHS/EHD arrived at is much <br /> lower than the RESNA total score. Further site investigation is <br /> warranted. <br /> On February 24, 1988, PHS/EHD provided a file summary to Doug <br /> Carter, former San Joaquin County Supervisor, regarding this <br /> site. The last statement in the summary was, "No further action <br /> required by the Health District at this time. " At that time <br /> PHS/EHD had no authority or guidelines to require further action. <br /> California Regional Water Quality Control Board was the agency <br /> with authority to provide site certification in February 1988. <br /> The LUFT manual and contract authority for our agency to provide <br /> oversight came about in 1989.
