This prompted a review of the results of the soil <br /> samples taken from beneath the former underground tanks at this <br /> site in September 1987. <br /> PHS/EHD has been designated by the State of California Water <br /> Resources Control Board (SWRCB) as the local agency overseeing the <br /> investigation of leaking underground storage tanks (UST) . The <br /> level of contaminants indicated by the soil sample results from <br /> September 1987 exceed the allowable limits as recommended by the <br /> leaching potential analysis in the LUFT Manual (guidance document <br /> from SWRCB) .
