The only unresolved investigative
issues at this site are the identification of an unidentified contaminant which has not
been identified using EPA methods 8015, 8020, 601 or 625 and the lack of an
upgradient monitoring well.
The site is located in a rural area where groundwater is the sole source water for
residential, commercial and agricultural use. A survey of wells within 2000 feet of this
site has not been completed to date. The groundwater use in the area makes this an
environmentally sensitive site.
In order to close this site, the secondary source existing in the former UST location
must be remediated to prevent further degradation of groundwater quality and the plume
must be remediated to background levels_ Once the secondary source has been
removed the concentration of contaminants in the existing monitoring wells may begin
to decline by natural attenuation. Whether or not the unidentified contaminant is related
to the UST's at this site must be determined.
PHSIEHD recommends that a workplan for obtaining site specific data for a feasibility
study to determine the most cost effective method of remediating the contamination at
this site be submitted. Once the feasibility study is complete it should be incorporated
into a Corrective Action Plan (CAP) to be submitted to this agency for approval. Pursuant
to CCR Article 11 section 2722 (b) you may submit a workplan for an interim remedial
action to abate or correct the actual or potential effects of an unauthorized release during
any phase of the investigation. In order to remain in compliance with CCR Article 11 a
workplan for obtaining site specific data for a feasibility study or an interim corrective
action shall be submitted by May 15, 1996.
A Division of San Joaquin County Health Care Services
