THORNTON <br /> i <br /> San Joaquin County Public Health Services Environmental Health Division (PHSIEHD) has <br /> reviewed the Wallace Kuhl and Associates Quarterly Monitoring Report dated September 19, <br /> 1994 and the "Interim Workplan for Soil Excavation and Additional Assessment" submitted by <br /> Groundwater Technology Inc. dated October 6, 1994 for the above referenced' site. <br /> The quarterly monitoring report indicates that there are low levels of hydrocarbon contaminants <br /> present in MW-2 and MW-3. MW-1 appears to be below detection limits for all analyzed <br /> constituents. <br /> The workplan addresses both the soil and groundwater contamination. The following comments <br /> will address each task as outlined in the workplan: <br /> Task 1- Permits- A site specific health and safety Plan shall be submitted to PHS/EHD prior to <br /> approval of the workplan and any drilling permits. A representative from PHS/EHD shall be <br /> present for sampling conducted during well installation. An application for a well installation <br /> permit shall be submitted to PHS/EHD with an $89.00 application fee. <br /> Task 2- Soil Excavation- A representative from PHSlEHD shall be present for all confirmatory <br /> soil sampling of the bottom and sidewalls of the overexcavation. <br /> I <br /> Task 3- Wellhead Survey- All calculations for magnitude and direction of hydraulic gradient <br /> shall be submitted with the report described in task 5. <br /> Task 4- Soil and Groundwater Sampling- A representative of PHS/EHD shall be present for all <br /> soil and groundwater sampling. Sampling equipment shall be decontaminated between each <br /> sampling interval using trisodium phosphate followed by a clean water rinse to remove residual <br /> materials or by an equivalent method. Analysis of groundwater samples shall be TPH-g by EPA <br /> method 8015 and BTEX by EPA method 602. Analysis of soil samples shall be TPH-g by EPA <br /> method 8015 and BTEX by EPA method 8020. Samples shall be delivered to the Iaboratory <br /> under proper chain of custody protocol.
